Promotion activities of The Section of City Cyclists

The Section of City Cyclists is a non-governmental organisation, established in 1993 to promote bicycle transportation as well as an environmentally friendly system of transportation in a city. Since the beginning The Section has been a locally oriented organisation trying to influence the city menagers and to promote bicycle transportation among the city inhabitants.

The survey conducted by the sociology students of Poznań University in 1993 revealed that most of the city inhabitants have bike but only small proportion uses them for commuting. To convince the potential cyclists to use their bikes started to be one of the main targets of the Section. The tasks are not easy, however. Since 80s a rapid increase of the cars is observed. Moreover a car started to play a role of a status symbol. Of course, it made the ideas of the Section difficult. At the same time a new, supportive fashion appeared - mountain bike.

The Section main activities at the beginning were demonstrations and public actions. They usually attracted some hundred participants. There were some organised events yearly. This tradition is still alive. Every year a special demonstration prepared in the spring - so called "Welcoming spring". For a long time a bike market is working in the summer. The Section invented its establishment. The Section is also preparing exhibitions during the fairs, publishes a Bulletin, and prepares radio programs. The close co-operation with media (especially newspapers) is a mark of the Section activities.

It can be said that the Sections' attempts brought some changes to the inhabitants' attitude toward transportation. Bikes seem to be more popular. At the same time the success is restricted by the lack of a progress in the bicycle infrastructure. It can be said that the success depends on co-operation between the Section and the City's authorities. There were some mental blocks concerning the bikes in the city. What can be treated, as a success of the Section is the fact that the bicycle transportation is treated as a reasonable idea by the most of the city decision-makers.

The main obstacle is the budget's constraints. The Section is aware of it and proposed "cheap" but efficient solutions that were proposed to the city decision-makers.

Some investments can be treated as the success of the Section: along some streets the bicycle line were built. It is a pity that not all the opportunities to do more were used. To force ideas in a more systematic way the Section prepared a document called "A concept of the bicycle ways for Poznań". Document proposes a categorisation of bicycle roads taking into consideration their importance and the scale of necessary improvements.

The newest mechanism to co-ordinate bicycle transportation ideas is the Bicycle Platform. The body consists of the city decision-makers and non-governmental organisations and has advisory character. The appearance of the Platform brings hope for a new push for the promotion of bicycle transportation in Poznań.
